Don't allow changes to old records - close the books
When records get old enough, typically after you've filed taxes based on those records, maybe you shouldn't be allowed to change them any more so that your tax filing won't be made obsolete

@jtorrington I agree on the soft close. An administrator should be allowed to make changes if necessary, but close the records from the staff.

This should be handled as a warning only to allow for a soft close.
